Center for the Environmental and Sport Education and Training of the Hunting Associations in Greece and Bulgaria

The project “Certified Environmental Actors” (CEA) is implemented in the framework of the 2nd Call of proposals of the Cooperation Programme INTERREG V-A “Greece-Bulgaria 2014-2020”, under Priority Axis 2: “A Sustainable and Climate adaptable Cross-Border area” and Investment Priority 6d: “Protecting and restoring biodiversity, soil protection and restoration and promoting ecosystem services including NATURA 2000 and green infrastructures”.

The Project Partners are:

  • The Hunting Federation of Macedonia – Thrace
  • The Hunting Association of K. Neurokopi “ARTEMIS”
  • The municipality of K. Neurokopi
  • The Association “EURORADAR” of Bulgaria
  • Association of Hunters and Fishermen “Sokol” of Bulgaria

The aim of the project: The creation of a complete methodology for a certified education and training of new and experienced Hunters.

The project: The creation of “Centers for Environmental and Sport Education and Training “in K. Neurokopi of the Drama prefecture and Gotse – Delchev in Bulgaria.

The Project

The Hunting Federation of Macedonia and Thrace, as Lead Beneficiary, participates in the approved project "Certified Environmental Actors - CEA", supported by Cooperation Programme "INTERREG V-A Greece-Bulgaria" 2014 - 2020. The project has been approved within priority axis 2: "A Sustainable and Climate adaptable Cross-Border area" and more specifically in investment priority 6d: "Protecting and restoring biodiversity, soil protection and restoration and promoting ecosystem services including NATURA 2000 and green infrastructures".

The project involves the following project partners:

  • Project Beneficiary 2: Association of Hunters in K. Nevrokopi "ARTEMIS"
  • Project Beneficiary 3: Municipality of Kato Nevrokopi
  • Project Beneficiary 4: Association "EURORADAR" (Bulgaria)
  • Project Beneficiary 5: Association of Hunters and Fishermen "Sokol" (Bulgaria)

CEA project outlines that in the cross border area, there is a large number of NATURA 2000 protected areas and unique ecosystems with rare biodiversity richness. In addition, there is a significant number of hunters, who are members of local associations, and other stakeholders who can contribute to the biodiversity and natural sources protection. The main objective of the project is to protect and conserve biodiversity and ecosystem by training, motivating and activating environmental actors, which will allow the active participation of them in environmental and biodiversity protection and ecosystem promotion. The idea is to certify, educate and develop skills (wildlife identification, survival skills, etc) to environmental actors (hunters, rescuers, general public etc) though certification thematic courses combining theoretical and practical training with available infrastructure. In this way, the "Environmental Actors" such as hunters, forest rangers etc. will receive the necessary education and skills in order to contribute to the biodiversity protection in the cross border area.

The project will deliver a permanent structure capable to educate environmental actors in order to prevent issues like tourist disturbances, poaching, pollution and downgrading of our ecosystem. The idea is to provide appropriate education to each group of environmental actors regarding its thematic specialty aided by augmented reality software in Educational and Certification Centers (theoretical training) and develop skills in the common cross-border Environmental Actors Training Field (practical training) useful to contribute to the protection of natural cross border assets.

The project will deliver the necessary educational tools (e.g. augmented reality software and hardware), framework and infrastructure which will be piloted among the cross border population. At the end, it is expected that project’s publicity and communication plan will focus on changing the existing national and regional policies towards a model that will rely on education, training and raising awareness.

The implementation of this project will directly result on creating individual well-trained and certified actors who can contribute on environmental and biodiversity protection and promotion. It is expected that public will come closer to cross-border natural assets through the promotional campaigns, publicity events and the implementation of other communication activities. Moreover, the environmental actors community will be expanded across the whole cross-border program area because of the adopted innovative approaches on certifying and networking.

Target Groups

An important parameter for the successful implementation of the communication and publicity strategy is the definition of the target groups to which it is addressed. For this project, there is a wide range of target groups, which are:

  • Forest management officials
  • Employees of other public sector services related to the protection of biodiversity and the environment
  • Mountain guides
  • Rescuers
  • Civil protection volunteers
  • Employees of municipalities and environmental organizations
  • A wide group of people contributing to the protection of the environment and biodiversity

  • Foresters
  • Policy makers and legislators at regional, national and European level

Hunting Federation of Macedonia and Thrace

LB is a non-profit and non-governmental organization that is representing 63 Hunting Associations of North Greece, with more than 45.000 hunters. It was established in the decade of 1970 and it is supervised by the Greek Ministry of Environment and the Forest Division. The main objective of LB is the protection and sustainable management of natural resources, mainly game resources. For this reason, it spends, in annual basis, more than 50% of its budget for habitat improvement and wild fauna protection. LB has also undertaken a lot of actions concerning hunting education, environmental awareness, as well as training of specific groups (like game warden etc.). Additionally, LP has issued many special publications as well as it has organized many seminars for environment, games preservation and other specific topics. There are more than 70 permanent staff (foresters, game-biologists, secretaries, game wardens). There is good enough infrastructure, with offices, PCs, more than 70 cars and communication network with all hunting associations. LB is a member of EUROSITE and member of WFSA. At the same time, the Committee of the Regions, concerning the protection of wild pheasant, has recognized its work. It has been chosen as a lead partner for all the above reasons as well as its strong capacity to influence local, regional and national policies considering its established advisory role.

Association of Hunters in K. Nevrokopi "ARTEMIS"

ARTEMIS

The PB2, it is a non-profit organization, which undertakes a lot of initiatives for the conservation of natural environment, mainly for the protection and management of games and their habitats. The main activities of PB2 are related to organization of indodays and educational seminars for hunting, improvement of fauna species' habitats, exhibitions of game warding and participation in research programmes and studies.

The PB3 is a public authority and will contribute to project's promotion through its municipal network in order to motivate and activate the general public in environmental and biodiversity protection. It is expected to inform and attract general public to get certified as environmental actors. The administrative (45 employees) and managerial sufficiency of municipality will ensure the quality assurance of the project. Additionally, PB3 has been involved and completed under the ETCP "Greece-Bulgaria 2007-2013" such as "FOLKLORE BRIDGE" as partner and "Walking into a future of no borders" as lead partner having invested 3500000 euros in total.

Association "EURORADAR" (Bulgaria)

The PB4 is a nonprofit organization, founded in March 2014, aiming to invest in innovative approaches to environmental preservation of flora and fauna and wise use of natural resources, organize meetings, conferences and publicity events. It can contribute, utilizing its environmental network, which can help the project in order to achieve dissemination and multiplying effects. In order to support project activities, the PB4 will finance them with a credit. Additionally, some members of PB4 have personal experience in the EU project management under the ETCP "Greece-Bulgaria 2007-2013".

Association of Hunters and Fishermen "Sokol" (Bulgaria)

The PB5 is a non-profit organization, operating in accordance with the rules for protection of forest and animal populations. The main purpose of the PB5 is to protect and manage the game on its territory (51,382 hectares), which is inhabited by a large number of plant and animal species utilizing its staff (3 full-time hunting wardens). The project will be supported by experienced hunting wardens and other members of the organization, while its strong financial capacity secures the project implementation. PB5 is experienced in management of environmental projects as it has implemented a project with Association of Hunters in Drama under the ETCP "Greece-Bulgaria 2007-2013" namely "Preservation of biodiversity and increasing of public awareness in cross border region Gotse Delchev-Drama". Moreover, it is a member of National Association of Hunters and can contribute to policy change.

The Cooperation Programme “Greece-Bulgaria 2014-2020” was approved by the European Commission on 13/12/2016 by Decision C(2016)8708.  The total budget (ERDF and national contribution) for the European Territorial Programme “Greece-Bulgaria 2007-2013” is €130,262,835.00 .The total financing consists of €110.723.409,75 (85%) ERDF funding and €19.539.425,25 (15%) national contribution. The eligible area of the Programme consists of the Region of Eastern Macedonia and Thrace (Prefectures of Evros, Kavala, Xanthi, Rodopi and Drama) and the Region of Central Macedonia (Prefectures of Thessaloniki and Serres) in Greece and the South-Central Planning Region and South-West Planning Region (Districts of Blagoevgrad, Smolyan, Kardjali and Haskovo) in Bulgaria. The priority axes are: PA 1: A Competitive and Entrepreneurship Promoting Cross-Border Area, PA 2: A Sustainable and climate adaptable Cross-Border area, PA 3: A better interconnected Cross-Border Area, PA 4: A socially inclusive Cross-Border area, PA 5: Technical Assistance.
